The Baltic Sea is one of the world’s most densely interconnected and strategically contested maritime spaces. In this conversation, Christian Bueger, Professor of International Relations at the University of Copenhagen and Research Fellow at UNIDIR, explains how the Baltic has become an “infrastructure sea” — shaped by cables, pipelines, wind farms and shipping routes. We discuss environmental recovery, regional governance, NATO’s growing presence, and the rise of hybrid maritime threats following Russia’s war in Ukraine.
